`GET /api/v1/audit/verify`, verify the whole journal across all runs.

/api/v1/audit/verify

Unlike the per-run route, this walks the global chain (detecting interior deletion and whole-run deletion) and compares the terminal head to the persisted anchor (detecting global-tail truncation). An empty journal is a valid 200 ok:true, not a 404. Returns 503 when the journal is not configured and 500 on an internal error.
