Handler for `GET /api/v1/tasks/{task_id}/sidechains`.

/api/v1/tasks/:id/sidechains

Returns all A2A delegations recorded for the parent task. Returns 404 if no delegation is found for this task_id. Returns 503 if the sidechain logger is not initialized.
