`DELETE /api/v1/stt/transcriptions/:id`, delete a transcription by ID.

DELETE 
/api/v1/stt/transcriptions/:id

Returns 204 No Content on success (even if the ID did not exist). Returns 503 Service Unavailable when the STT subsystem is absent.
