Axum handler for `POST /api/v1/triggers/reload`.
POST/api/v1/triggers/reload
Re-reads definitions from the SQLite repository (no longer TOML),
converts them to rich types, and reloads the TriggerEngine.
Emits TriggersReloaded on the EventBus via the engine.
