`GET /api/v1/stt/status`, return current STT engine status.

GET 
/api/v1/stt/status

Returns 200 OK with the status when the engine is running, and 200 OK with model_loaded: false read from the persisted configuration when it is absent (disabled, model file missing, runner sidecar unavailable). Returns 503 Service Unavailable only when that configuration cannot be read either.
