`GET /api/v1/tools`, return all registered tool descriptors.

GET 
/api/v1/tools

Returns 200 OK with the list, even when empty. Returns 503 if the tool registry is not available in the current runtime context. Returns 500 if the registry actor has terminated unexpectedly.
